Welcome to the Big Valley Groundwater Sustainability Plan Communication Portal

California's Sustainable Groundwater Management Act (SGMA) requires the preparation and implementation of Groundwater Sustainability Plans (GSPs) for High and Medium priority groundwater basins. The Big Valley Groundwater Basin (BVGB) is a medium priority basin and must be managed under a GSP by January 31, 2022. A map of the BVGB boundary can be seen by clicking here.

Lassen and Modoc Counties have stepped forward as Groundwater Sustainability Agencies (GSAs) for their respective portions of the basin and have agreed to work cooperatively to develop a single GSP for the BVGB. For more information, please visit the Groundwater Sustainability Agency websites at:

The purpose of this website is to facilitate active participation of stakeholders in the GSP development and implementation for the Basin. The website will be used in the following ways:

  • Users may register as an Interested Party to be notified when new events are scheduled or documents related to the GSP are available to the public

  • View Draft Plan documents and provide comments

COVID-19 Response by the Big Valley Groundwater Basin Advisory Committee (BVAC)

In consultation with the Chair, Vice Chair, and Counsel, and consistent with California Governor Gavin Newsom's executive Order N-29-20 issued on March 17, 2020, relating to the convening of public meetings, BVAC meetings will be open to the public online or by telephone only until further notice. For more information about upcoming meetings and how to participate, see the "Events" section below.

Public Comments

On December 15, 2021, the Groundwater Sustainability Agencies (GSAs) held concurrent public hearings to consider adoption of the Big Valley Groundwater Sustainability Plan (GSP). Available below is the Final Draft GSP as it was presented to the GSAs on December 15, 2021. GSA staff will incorporate edits, as directed by the GSAs at the December meeting, and submit the GSP with all required supporting information to DWR by the January 31, 2022, deadline. Once submitted, the GSP will be released by DWR for an additional public comment period.
