California's Sustainable Groundwater Management Act (SGMA) requires the preparation and implementation of Groundwater Sustainability Plans (GSPs) for High and Medium priority groundwater basins. The Big Valley Groundwater Basin (BVGB) is a medium priority basin and must be managed under a GSP by January 31, 2022. A map of the BVGB boundary can be seen by clicking here.
Lassen and Modoc Counties have stepped forward as Groundwater Sustainability Agencies (GSAs) for their respective portions of the basin and have agreed to work cooperatively to develop a single GSP for the BVGB. For more information, please visit the Groundwater Sustainability Agency websites at:

In consultation with the Chair, Vice Chair, and Counsel, and consistent with California Governor Gavin Newsom's executive Order N-29-20 issued on March 17, 2020, relating to the convening of public meetings, BVAC meetings will be open to the public online or by telephone only until further notice.
